From the city's website:

The Community Financial Sustainability Committee shall include five Clayton residents as voting members, appointed by the City Council. All members shall possess a background in finance, accounting, auditing, or a related field. The Council Budget and Audit Standing Committee will be responsible for screening applications and interviewing candidates for the Committee.

The Community Financial Sustainability Committee shall hold at least four meetings per year. All meetings of the Committee are open to the public.

The term of service for each member shall generally be two years. The initial term of some members may be less or more than two years, so that the expiration dates are staggered.

As discussed by Frank Gavidia and Hank Stratford at the City Council meeting on April 1, 2025, the Financial Sustainability Committee has determined its scope of work to include:

  1. Elevate public trust in the sustainability of the city finances.
  2. Review the budget, based on current policy, and confirm that the budget is complete including items such as capital asset amortization, liability exposures, etc.
  3. Review sensitivity of revenue sources, such as FEMA, real estate values, and sales tax.
  4. Project a two-year budget.
